I don't think that this is enough. It sounds like protecting private data, but many things sound good in politics and then turn out to be cock-and-bull stories.
Personally I think that if my county gets the opportunity to create their own rules they will come up with something totally insane. My country is currently being represented by a bunch of idiots and nerds stealing money whereever they can and raising taxes and selling state property to even the score. Morons!!
as member states can (and the UK has) ignore the EU recommendation and enforce their own laws in the UK we have the Regulation of Investigatory Powers Act (or RIPA), full details of which can be found here and here.
